The cartoon effect turns a photo into a cartoon the way an animator would draw it: the colours are smoothed into flat patches, the tones are cel-shaded into a few clear levels of light and shadow, the colours are pushed brighter, and every edge gets an inked outline. Drop a portrait, a selfie, a pet, a car or a street scene - JPG, PNG or WebP - and the cartoon appears at once with the photo's own colours kept, so a face stays a face and a red jacket stays red. A cartoon keeps the picture's colours and simplifies its shapes, which is what makes it different from the comic book effect (halftone dots and black ink in comic styles) and the pop art effect (bold recoloured tone levels). For a clean anime or cel-shading filter, keep Smoothing high, set 3 or 4 shading levels and a light outline; for a Saturday-morning cartoon push Colour past 150% and thicken the lines with a higher Outline setting; for a soft painted cartoon turn the outline off and let the flattened tones do the work. The outline is drawn as the local colour darkened, not flat black, so the ink matches each region like a coloured pencil line.
The result downloads at the full size of the original photo as JPG, PNG or WebP from the format menu - a JPG for a cartoon of a photo, PNG when the picture has transparency to keep. The outline width scales with the picture, so a cartoon downloaded at 4000 px has the same line weight the preview shows. Portraits and objects with a clear subject and even light: the flat patches and outlines read best when the shapes are simple. A busy background turns into a lot of lines - raise Smoothing and lower Outline, or crop to the subject first.
Cel shading is the Shading levels slider: 3 or 4 levels give the hard light-and-shadow bands of animated film. Keep Smoothing at 50 or more so each band is a clean patch, and use a light outline.
