A flip is a pure pixel move. Mirroring an image only swaps the left column with the right one, or the top row with the bottom, so nothing is resampled and nothing goes soft: the downloaded file has exactly the same pixels as the original, in their mirrored places, at full resolution. That is what makes it safe to flip a photo, undo it, and flip it again without any loss.

A horizontal flip reverses a picture left to right across a vertical axis. It is what a mirror does: a person facing left now faces right, a logo on the left shoulder moves to the right one, and any text reads backwards. A vertical flip reverses a picture top to bottom across a horizontal axis, turning it upside down while keeping left on the left. Reflections in water are vertical flips, which is why it is the flip to use to fake one. Note that an upside-down flip is not the same as a 180 degree rotation: the rotation keeps text readable when you turn your head, while the vertical flip leaves it mirrored. Turn on both flips at once and the two mirrors cancel into a true 180 degree turn.
