How the Size Targets Work

A JPG cannot be encoded "at 50 KB" directly, so the engine searches: it tries qualities until it finds the highest one that fits under the cap, and when even the lowest quality cannot reach a tiny target on a huge photo, it scales the dimensions down just enough. The result is always at or under the number you asked for, at the best quality that number allows.
