The tool finds the highest quality that stays below the number and scales the dimensions down only when a very large photo cannot fit otherwise. Passport and visa applications, exam and job registrations, banking and KYC forms and most e-government portals only accept images below a fixed size, often 50 or 100 KB for a photo and 20 KB for a signature. A file that is even slightly too large is refused. Instead of guessing with a quality slider, enter the number and download a file that is at or under it, measured from the real encoded bytes.
The most common limits have their own pages that open with the target already set: compress image to 20 KB, 50 KB, 100 KB, 200 KB, 500 KB or 1 MB. A JPG cannot be saved "at 50 KB" directly, so the engine searches: it tries qualities until it finds the highest one under your number, then checks the real encoded size. When even the lowest quality is too large for a tight limit on a huge photo, it scales the dimensions down just enough and tries again. A JPG that already fits is handed back untouched, never inflated by a pointless re-encode; any other format is still encoded to JPG, even when it is small enough already.

Yes. The download is a JPG by default, because JPG is what actually shrinks a picture and what forms expect. Pick PNG on the download button if you need transparency or exact pixels; PNG has no quality dial, so it can only be reduced by scaling.
