Dot grid paper gives you the alignment of graph paper without the cage: a dot at every corner, nothing between. That is why bullet journals use it, why hand-lettering and calligraphy practice sheets use it, and why it is the favourite of anyone who sketches layouts, furniture or UI wireframes by hand. This dot paper generator (dotted paper maker, if that is what you searched for) makes the sheet to print, or a digital dot grid to import into a tablet notes app for drawing over. Choose the spacing (5 mm is the bullet journal standard; 1/4 inch is the US equivalent; 2 mm, 7 mm, 1 cm and the other inch grids are there too), a small, medium or large dot, an ink from faint grey to black, blue or green, and the paper (A4, A3, A5, Letter, Legal or Tabloid, portrait or landscape). An A5 sheet at 5 mm makes a journal insert; A4 folded in half makes a booklet of them.
Dots that are 5 mm apart on screen have to be 5 mm apart on paper, so the PDF is drawn as vectors in millimetres with the sheet size in its page box: a few kilobytes, crisp at any printer resolution, and exact when the print dialog is set to actual size (100%, not "fit to page"). The PNG and JPG are rendered at 300 DPI (200 on A3 and Tabloid) and carry that resolution in the file, so word processors and note apps that honour it place them at true size too. The Print button opens the print dialog with the paper already set. The 10 mm margin, on by default, keeps every dot inside the area a printer can reach; switch it off for a sheet that is dotted right to the edge. Pages puts up to 20 identical sheets into one PDF and one print run; the PNG and JPG are always a single sheet.
Use dots when the writing is the point and the grid is a guide: journaling, lettering, habit trackers, mind maps, quick floor plans. Use lines when the squares themselves matter: maths, engineering, charts, anything where you count cells. The same site makes squared graph paper too; the difference is only which page you open.

5 mm. The well-known dotted notebooks all use a 5 mm grid, so 5 mm on A5 reproduces a journal page and 5 mm on A4 gives a sheet that folds to two of them. If you are matching a US notebook, try 1/4 inch (6.35 mm).
Small for a sheet that fades behind ink and lettering, medium for general journaling, large when the dots are meant to be seen at arm's length or photocopied. Faint or grey ink with medium dots is the closest to a commercial dotted notebook.
Yes - set Margin to None and the dots cover the whole sheet. Most printers cannot print the outer few millimetres, so the outermost dots are lost on paper; keep the margin when the print needs to be clean.
